One of the fleet commanders during the Tarbotian attack on the Local Group in the 2090s Mortimer stayed loyal to Dr Slow though after the death of Slow he tried to take over the Tarbot Empire though it entered a period of civil war which only Dr Slow's resurrection could end.
Mortimer has not been seen since though it is reported he is overall head of the Tarbotian fleet.
