Collins was a top scientist in the DDS who was captured by the Tarbotians. Windy led an unsuccessful attempt to rescue him...
At least thats what was thought at first. It is now thought that a Tarbot agent killed Collins and then staged the "kidnap" in order to lure the DDS into a trap. It nearly succeeded but Windy managed to thwart the agent.
