Aaron was governor of Xi though he was rumoured to be corrupt. The Terrasaurs, at the time in the employ of MBH, were sent to investigate. Although they uncovered Aaron's treachery who was pulling Aaron's strings was never discovered... this was because MBH himself was now calling the shots.
MBH used Aaron's forces as part of his attempted military coup.
