Telavason was the head of the SS during the reign of Juliawaki and he gradually took over from the senile old Emperor whom he drugged. Ronald was currently a rising star and Telavason feared him, thus he sent the SS to arrest Ronald and unwittingly started the chain of events that finally led to Ronald killing Telavason.
Telavason proclaimed himself Emperor after finally boring of hiding behind the Juliawaki figurehead though many do not recognise his reign (which only lasted a few hours anyway).
