Victor was the Senate Executive Officer "rubberstamping" laws into practice though he was instructed by Ronald to leave MBH's laws unstamped. MBH discovered Victor's sordid past involving young girls and forced Victor to pass his laws. Victor was removed from his post by an enraged Ronald.
