Stenoid's weakness was gambling, when he lost his section's pay on the flip of a card he was desperate for help. Agents of MBH provided that help in return for him providing access details to Dino Army HQ to facilitate an MBH assassination attempt on Ronald (which was ultimately unsuccessful of course).
