Slayer was a HCS agent who infiltrated the DDS taking on the appearance of The Shiner's assistant Tsunami (who was kept hidden away). Slayer was finally unmasked and returned to the HCS. Windy went to get him though Slayer avoided capture (but was crushed by a HCS tank by mistake).
